ReFill Ostrava

Cooltour processes the analysis of potential involvement in the Refill Ostrava project. It’s aim is to offer uninhabited premises and buildings to local organizations, cultural groups and start-up experimenters for a temporary use. This project is very popular in foreign countries under the name “temporary use” and it helps with the urban planning. Temporary use is one of the instruments of urban planning that is used when it is necessary to find a new purpose for a particular urban area (building or ground) or to provide support for the ideas that need time to develop. In order to assess whether this approach could be used in Ostrava, we are trying to find out what is the attitude of both users and owners of buildings.

Temporary Use in a Nutshell

Large number of buildings and complexes in Ostrava are currently empty. The reasons can be different: their owners currently don’t have plans or sufficient capital for their reconstruction, the owners are not successful in selling the property, finding a stable tenant or renting it for the price they want. Instead of waiting for the realization of their own plan (which means the progressive deterioration of the building and at the same time the annual taxation by the municipality), owners of such buildings can offer the space for temporary use. People from the cultural scene are looking for studios, start-ups are looking for places to start their businesses and local organizations for places where they can put their ideas into practice. Why leave an abandoned land or building in the city center to fall into disrepair? We can create a community garden and strengthen the social inclusion instead. The new desire to design your own urban space is becoming widespread in European cities.
